I think it's pretty obvious where this is leading - inner core vs outer regions.

Travel between worlds in outer regions will take far longer, compared to the inner regions. This creates a progressive shift in technology - places closer together can work together and will be far more technologically advanced, simply because of proximity. However, because of said proximity, there will be far fewer worlds involved.

If my thinking is correct, you will have a multitude of of outer regions who are poorer and with older tech, but have far bigger numbers, compared to a more technically advanced inner core.

Thus a spoke war will be vast numbers of low tech vs few numbers of high tech. And remember to travel from one side to the other, you are best going through the inner core.

What this is going to do is cause the close eyes of scrutiny of travelling between outer and inner regions, while Sam and Hazel commute between the outer worlds - take the routes that will not only have less scrutiny, but also be far more welcomed for travelling the perimeters.
